COLLINS R. SPENCER, JR.
Collins Spencer is the founder and managing partner of Spencer Partners. Prior to starting Spencer Partners in 1990, Collins was a senior vice president and director at Fidelity Investments/International where he provided investment opportunities to U.S. public pension funds and helped drive Fidelity Investments into a leadership position within the money market industry. Before joining Fidelity, Collins was a vice president of Aetna Capital Management and previously held sales and marketing positions at IBM and American Cyanamid.
Collins has served on the boards of numerous companies and organizations including Virginia Tech Intellectual Property Inc. and the National Association of Securities Professionals (NASP). He is also a founding board member of the Robert A. Toigo Foundation, which selects talented minority students from the nation’s top-ranked universities for positions in the financial services industry.
Collins earned a bachelor’s degree from Providence College. He also attended the Kellogg School of Management’s Executive Management Program.
Sandy Borges brings expertise in government administration,
municipal budgeting and investments, and public-private
partnerships. She is also a partner in the law firm of Kee
Borges Silvestri where she specializes in corporate law,
partnerships and joint ventures, and residential and commercial
real estate matters. Prior to starting her own law firm,
Sandy was city manager of the City of Hartford for eight
years, before which she was Legal Counsel for the City of
Hartford Pension Commission.
Sandy earned a bachelor’s degree from Trinity College,
where she also serves on the Board of Trustees, and a law
degree from the University of Connecticut Law School.
Leon Fraser brings expertise in shaping business opportunities,
corporate strategy, and marketing to help grow emerging
and expanding enterprises. Before joining Spencer Partners,
Leon was vice president of marketing at Call Sciences, Inc.,
an early-stage technology firm. Previously, he was director
of corporate strategy at VERIZON where he identified new
markets for operating divisions and earlier launched VERIZON’s
Call Manager, an advanced telephone service with $28 million
in first-year revenues. Leon also has extensive experience
in the publishing and financial services industries.
Leon earned a bachelor’s degree cum laude from Harvard
University and an M.B.A. from the Wharton School. He is
also a lecturer at Rutgers Business School where he teaches
business strategy and team building.
Cliff Haye brings extensive experience in project finance,
public and private offerings, and restructuring problem
loans. Prior to joining Spencer Partners, Cliff served as
corporate counsel with TIAA-CREF for 29 years where he represented
the company in transactional and securities law matters
and implemented their $2 billion commercial paper program.
Before joining TIAA-CREF, Cliff was an enforcement attorney
with the New York Stock Exchange and a trial attorney with
the U.S. Justice Department.
Today, Cliff is regarded as one of the country’s leading
sports finance attorneys. He has negotiated over 20 transactions
to finance major venues including baseball stadiums for
the San Francisco Giants and San Diego Padres, as well as
arenas for the Portland Trailblazers, Dallas Mavericks,
Tampa Bay Lightning, Philadelphia 76ers, and a soccer stadium
in Leicester, England.
Cliff attended Michigan State University and then North
Carolina Central University where he received his bachelor’s
degree. He also earned a law degree from Columbia University
Law School. In his professional life, Cliff has received
numerous awards recognizing his work to achieve greater
diversity in the legal profession.

DAVID M. FLEISHER, ESQ.

David Fleisher is an attorney with expertise in commercial and residential real estate development and financing.
Before going into private practice in the 1980s, David worked for the New York State Urban Development Corporation as counsel in the Mortgage Loan Enforcement and Administration Division negotiating work-outs and restructurings for a $5 billion portfolio of defaulted loans. After working for the NYS-UDC, David entered private practice as an associate at Warshaw Burstein Schlesinger and Kuh in New York where he specialized in commercial real estate development and financing.
David has extensive experience representing clients in all manner of real estate transactions. He has also been an owner/operator of five radio stations in Kentucky and Florida during which time he gained experience working with the FCC and became fully versed in the financial and business aspects of radio stations.David earned a bachelor’s degree from Purchase College (State University of New York) and a law degree from Brooklyn Law School.

Reggie Kyle is a managing partner at e-bitda, a privately held investment banking advisory firm that provides corporate finance services to small and medium-sized businesses. Reggie has over 10 years of experience in investment banking.
Prior to starting his own firm and merging into e-bitda, Reggie spent five years at Morgan Stanley & Co. working in such diverse industries as utilities, project finance, public finance, and health care. He has advised Fortune 500, middle market, and private clients on strategic and financing alternatives across many industries. Reggie has also structured, negotiated, and raised over $1 billion of financing for clients that include Kodak, Exxon, Detroit Edison, and Weyerhaeuser, and has arranged multiple capital market products for these and other clients.
Reggie received a bachelor’s degree from the University of Tennessee. He also earned an M.B.A. in finance from New York University's Leonard Stern School of Business.

Collins Spencer (III) heads a full-service public relations and media relations firm specializing in sports/entertainment, private, non-profit, and government communications. The firm also has expertise in crisis communication, identity marketing, and branding.
Prior to launching his firm, he worked at several major national and local media outlets, notably as news anchor for CNN Headlines News and a “fill-in” news anchor for CNN (US) in Atlanta. Previously, he was a news anchor for ABC affiliate WSB-TV in Atlanta, a correspondent for the Fox News Network in Washington, D.C., and a freelance reporter there for ABC affiliate WJLA-TV. Before television news, Collins was a federal lobbyist on Capitol Hill. In addition, he has experience as a corporate spokesperson -- for Miller Brewing Company in Milwaukee.
Collins earned a bachelor’s degree in communications from Howard University in Washington, D.C.

Bert Ubamadu is the Managing Director of Fairmont Capital Strategy Group LLC (“Fairmont CSG”). Fairmont CSG is a strategic advisory consulting firm that sources debt and equity funding for transactions in Africa and works with international companies to source projects and partners in Africa. Bert has over 15 years of global emerging market project finance and development experience. Bert has played a significant role, both on business, legal and policy issues, in supporting over $3 billion in financing for projects in Sub-Saharan Africa. Prior to joining Fairmont CSG, Bert worked at the Export-Import Bank of the United States where he developed, structured and documented multimillion dollar project finance, structured finance and trade finance transactions in Africa and other emerging markets.
Bert received his law degree from the University of California at Berkeley’s Boalt Hall School of Law and holds a Masters degree from the Harris School of Public Policy at the University of Chicago.
